Is Sports Betting Legal in Ontario?

Yes, sports betting is legal in Ontario. You have several options if you want to place single-game bets and parlays. There is an Ontario Lottery-run site called PROLINE+. In the past, it could only accept parlays, but it now takes single-game wagers too.

However, most players use privately-operated online sportsbooks, as they normally offer better odds, larger bonuses and a wider array of markets. The best Ontario sportsbooks include Bodog, BetOnline, Stake.com and XBet. They are headquartered overseas, but they accept players from Ontario, and it is perfectly legal for you to use them.

There are some locally-regulated sites too, which emerged in 2022 following the arrival of a new provincial regulator called iGaming Ontario. However, they are still finding their feet, and they have not yet proven a long-term ability to pay out on time, so most players prefer to use offshore sportsbooks, sticking to brands they have known and trusted for many years, such as Bodog and BetOnline.

Ontario Sports Betting Laws Explained

In August 2021, the federal government passed a bill called C-218. It became the Safe & Regulated Sports Betting Act, which amended the Canadian Criminal Code to permit single-game sports wagering. It transformed the landscape of Canadian sports betting:

  • Permitted lottery-run sportsbooks such as PROLINE+ to accept single-game sports bets.
  • Handed individual provinces like Ontario the power to introduce their own competitive sports betting markets featuring private operators.
  • Allowed provinces to set their own tax rates. In Ontario, betting sites must pay a 20% revenue tax, which boosts the province’s budget for public services.

Single-Game Sports Betting in ON

The Criminal Code of Canada outlawed single-game sports betting under Section 207(4)(b) back in 1892. As such, the Ontario Lottery-controlled Proline and PROLINE+ could only offer parlays featuring three or more legs. That means you need to pick at least three selections – such as the Raptors, Maple Leafs and Senators all to win – and each selection needs to be correct for the bet to succeed. If one leg lets you down, the bet fails, so it is tricky.

For that reason, most Ontarians used sites based overseas, such as Bodog, Stake.com and BetOnline. The Safe & Regulated Sports Betting Act now permits local sportsbooks such as PROLINE+ to accept single game sports bets along with parlays. However, many Ontarians have continued using overseas sites, which often provide sharper odds.

You can place parlays, but your long-term chances of earning a profit are higher if you stick to single-game sports betting in Ontario. The house edge increases with each selection you add to a parlay, so sportsbooks tend to make higher margins on them. As such, we recommend using parlays sparingly.

Who can Legally Bet on Sports in Ontario?

Anyone aged 19 and older can use Ontario betting sites. That applies to all forms of gambling in the province, in terms laid down as part of the Gaming Control Act of 1992.

When signing up with a sports betting Ontario site or mobile app, you will need to provide a variety of personal details. The sportsbook uses these details to verify your age and identity. If that is not possible, you will need to scan a government-issued ID card and upload it.
