Is Sports Betting Legal in Ontario?

Yes, sports betting is legal in Ontario. For many years, sports fans in the province had two clear options if they wanted to place a wager: visit the Ontario Lottery-run PROLINE+ site to place a parlay with three or more legs, or use an offshore sportsbook to place single-game sports bets.

The offshore sites were not regulated by the federal or the provincial government, so it was a risky endeavour. That all changed in 2022, when Ontario rolled out Canada’s first legal sports betting market, featuring private operators. In August 2021, the federal government passed a bill called C-218. It became the Safe & Regulated Sports Betting Act, which amended the Canadian Criminal Code to permit single-game sports wagering. It transformed the landscape of Canadian sports betting:

The Criminal Code of Canada outlawed single-game sports betting under Section 207(4)(b) back in 1892. As such, the Ontario Lottery-controlled Proline and PROLINE+ could only offer parlays featuring three or more legs. That means you need to pick at least three selections – such as the Raptors, Maple Leafs and Senators all to win – and each selection needs to be correct for the bet to succeed. If one leg lets you down, the bet fails, so it is tricky.

For that reason, most Ontarians used sites based overseas, such as Bet365, Betway and Ontario. However, they did not fall under the jurisdiction of the provincial government, so consumer protection laws did not apply. That has all changed, as those sites are now fully licensed by iGaming Ontario.
